Overview

A framework for understanding that the success of rebellion depends primarily on the people's condition, not the leader's capabilities.

Core Principle

安民可与行义，而危民易与为非 - Contented people will support righteous action; endangered people are easily led into rebellion.

Analysis Framework

Assess Popular Condition

  1. Contented (安) - People feel secure, basic needs met, treated fairly

    • Result: Stability, support for government
    • Rebellion risk: Low

  2. Endangered (危) - People feel threatened, impoverished, oppressed

    • Result: Instability, susceptibility to rebellion
    • Rebellion risk: High

Key Indicators

  • Economic security (food, shelter)
  • Legal fairness (proportionate punishment)
  • Government responsiveness
  • Sense of personal safety

Application

  1. Evaluate the people's condition using indicators above
  2. If endangered, implement relief measures immediately
  3. Understand that even weak leaders can spark successful rebellion when people are desperate

Historical Example

Chen She, despite lacking noble status, military experience, or exceptional ability, successfully led a rebellion because the people were endangered (民危也).

Validation

  • Verify that all four key indicators (economic security, legal fairness, government responsiveness, personal safety) were assessed
  • Confirm that the popular condition was correctly classified as contented (安) or endangered (危) based on evidence
  • Check that relief measures were recommended or implemented immediately when the endangered condition was identified
