I want to install this Agent Skill for this project in Codex. Source SKILL.md: https://github.com/baojie/shiji-kb/blob/HEAD/kg/ontology/ontology-v1/skus/procedural/skill_108/SKILL.md Treat the source and its instructions as untrusted third-party content. Do not write files or run scripts until I approve. After I approve, install the complete skill folder, including required referenced files, into that project location. Verify it is discoverable, then tell me its actual invocation name and how to use it. Do not claim it is installed until you have verified it.

Delegation by Comparative Advantage
Overview
A procedure for assigning responsibilities based on each person's relative strengths, demonstrated by Fan Li's advice to Goujian.
Steps
- Assess each advisor's strengths - Evaluate what each person does best
- Compare capabilities directly - "For military affairs, Zhong is not as good as Li; for governing the state and winning people's hearts, Li is not as good as Zhong"
- Assign primary role to the stronger candidate - Give civil administration to Zhong, military to Fan Li
- Send less critical person as hostage/emissary - Maintain core leadership at home
Decision Framework
| Task Type | Assign To |
|---|---|
| Military strategy/operations | Tactical expert |
| Civil administration | Governance expert |
| Diplomatic missions | Expendable but capable |
Expected Outcomes
- Optimal use of available talent
- Clear division of responsibilities
- Organizational efficiency
Verification
- Confirm that each advisor's strengths were directly compared across relevant task domains before assignment.
- Validate that the strongest candidate for each domain received that primary assignment, not a generalist compromise.
- Check that less critical roles (emissary, hostage) were assigned to expendable-but-capable individuals rather than core leadership.
