Recruit Talent from Rival States

Overview

A diplomatic procedure for acquiring talented individuals from rival states without alerting them to the person's true value. Based on Duke Mu of Qin's recruitment of Baili Xi.

Steps

  1. Identify the Target

    • Locate capable individuals currently held by rival states
    • Assess their true value and potential contribution

  2. Conceal True Intentions

    • Avoid showing excessive interest that would alert the rival state
    • Do not offer high ransom that reveals the person's importance

  3. Negotiate with Modest Terms

    • Use a low-value exchange (e.g., five ram skins for Baili Xi)
    • Frame the request as recovering a minor servant or fugitive

  4. Secure and Release

    • Complete the exchange quickly
    • Free the individual from custody

  5. Engage and Assess

    • Hold extended discussions about governance and strategy
    • Evaluate the person's insights and capabilities

  6. Appoint and Empower

    • Grant appropriate authority based on demonstrated ability
    • Request recommendations for other talented individuals

  • If the rival state seems hesitant, maintain the cover story
