Implement Legal Reform

Overview

A procedure for implementing comprehensive legal reforms, including establishing rule of law, agricultural incentives, and military merit systems. Based on Shang Yang's reforms in Qin.

Steps

  1. Assess Current State

    • Identify weaknesses: internal disorder, external threats, lost territories
    • Recognize when current systems are failing

  2. Issue Public Call for Talent

    • Announce willingness to appoint and reward those with effective strategies
    • Offer high positions and land to capable reformers

  3. Debate Reform Proposals

    • Allow open discussion of proposed changes
    • Address objections from traditionalists
    • Secure ruler's support for implementation

  4. Implement Core Reforms

    • Legal System: Establish clear laws and punishments
    • Agriculture: Incentivize farming and land cultivation
    • Military: Create merit-based reward system for battlefield achievements

  5. Enforce Laws Equally

    • Apply laws to all ranks including nobility
    • When high-ranking individuals violate laws, punish their guardians or representatives
    • Demonstrate that no one is above the law

  6. Allow Adjustment Period

    • Expect initial resistance and hardship
    • Persist through early difficulties
    • Benefits will become apparent over time

  7. Institutionalize Changes

    • Appoint reformers to high positions
