Overview

A framework for understanding that different phases of state development require different governing approaches. Conquest requires different methods than stabilization.

Core Principle

取与守不同术也 - The methods for taking power differ from the methods for maintaining power.

Decision Framework

Conquest Phase (攻)

  • Prioritize: Strategy and military force (诈力)
  • Focus: Territorial expansion, defeating rivals
  • Approach: Assertive, aggressive tactics

Stabilization Phase (守)

  • Prioritize: Benevolence and adaptability (顺权)
  • Focus: Internal governance, winning popular support
  • Approach: Conciliatory, responsive to people's needs

Critical Warning

Continuing conquest-phase methods during stabilization leads to collapse. The failure to adapt governance style is a primary cause of dynastic failure.

Application

  1. Assess current phase (conquest vs. stabilization)
  2. Adjust policies accordingly
  3. Transition leadership approach when territory is secured

Validation

  • Verify that the current governance phase (conquest vs. stabilization) has been correctly assessed before selecting methods
  • Confirm that conquest-phase tactics (诈力) are not being applied during the stabilization phase
  • Check that the transition to benevolence and adaptability (顺权) is reflected in concrete policy changes addressing popular support
