Evaluate Military Opportunity

Overview

A framework for assessing military risks, particularly when an opponent appears vulnerable but may have hidden strengths.

Decision Points

Warning Signs to Investigate

  1. Battle-hardened population: Has the adversary recently experienced war? Their civilians may be more prepared than expected.
  2. Geographic position: Is the country positioned where it has had to fight multiple enemies? This breeds military experience.
  3. Recent losses context: If they lost many soldiers, are the survivors and new generation now motivated and trained?

Questions to Ask

  • What is the actual combat experience of their population?
  • What advantages do they possess despite apparent weakness?
  • What is the force ratio truly required for success?

Steps

  1. Gather intelligence on enemy capabilities

    • Do not assume apparent weakness equals actual weakness

  2. Consult multiple advisors

    • Seek dissenting opinions, not just those who agree

  3. Consider diplomatic consequences

    • Have you recently established friendly relations?
    • Breaking trust damages reputation

  4. Evaluate the "unlucky" signs

    • Breaking recent agreements for opportunistic attack often fails

Expected Outcomes

  • Avoid costly military defeats from underestimating opponents
  • Maintain diplomatic credibility
  • Make decisions based on realistic assessment rather than wishful thinking

Verification

  1. Confirm that intelligence on enemy capabilities has been gathered from multiple independent sources, not just optimistic reports.
  2. Validate that dissenting opinions were actively sought and considered before the decision.
  3. Check whether recent agreements or treaties would be violated, and assess the reputational cost of breaking them.
