Establish Administrative Counties

Overview

A procedure for organizing conquered or acquired territories into centrally-administered counties (县), consolidating state control. Based on Qin's systematic county establishment.

Steps

  1. Secure the Territory

    • Complete military conquest or diplomatic acquisition
    • Ensure stability and suppress resistance

  2. Assess the Region

    • Evaluate population and resources
    • Identify key strategic locations

  3. Consolidate Settlements

    • Merge small villages and settlements
    • Create larger administrative units

  4. Appoint Officials

    • Assign one administrator (令) per county
    • Ensure officials report to central authority

  5. Standardize Administration

    • Apply uniform laws and regulations
    • Integrate with existing state systems

  6. Document the Establishment

    • Record the creation of new counties
    • Note the number of counties created
