Elite Relocation Control Strategy

Overview

A method for consolidating central authority by relocating powerful local families to the capital region, simultaneously strengthening the center and weakening regional power bases.

Implementation Steps

  1. Identify Target Groups

    • Wealthy families with significant local influence (豪桀并兼之家)
    • Troublemakers and potential agitators (乱众之民)
    • Those with resources to challenge central authority

  2. Establish the Destination

    • Create or designate a new administrative center
    • Example: Maoling (茂陵) - the imperial mausoleum area

  3. Issue the Relocation Order

    • Frame as an honor or opportunity
    • Provide incentives for compliance
    • Make refusal politically costly

  4. Execute the Transfer

    • Move entire families and their resources
    • Settle them in the designated area
