Distant Campaign Risk Assessment Framework

Overview

A systematic approach to evaluating military campaigns against distant targets, drawing on historical precedents and cost-benefit analysis.

Assessment Criteria

  1. Strategic Value of Target

    • "得其地不足以为利也" (Gaining their land provides insufficient benefit)
    • "遇其民不可役而守也" (The people there cannot be conscripted or governed)
    • Is the territory economically productive?
    • Can the population be integrated?

  2. Logistical Challenges

    • "轻兵深入，粮食必绝" (Light forces penetrating deep will run out of food)
    • "踵粮以行，重不及事" (Following with supplies is too slow to be effective)
    • Supply line length and vulnerability
    • Transportation costs ("率三十锺而致一石" - 30 measures transported to deliver 1)

  3. Enemy Characteristics

    • "无城郭之居，委积之守" (No cities or stored supplies)
    • "迁徙鸟举，难得而制也" (Migrate like birds, difficult to control)
    • Mobile vs. fixed targets
    • Ability to avoid engagement

  4. Domestic Impact

    • "靡弊中国" (Exhausting the central realm)
    • "百姓靡敝，孤寡老弱不能相养" (People exhausted, vulnerable cannot support themselves)
    • Risk of domestic instability from prolonged campaigns

  5. Historical Precedent Analysis

    • Study similar past campaigns
    • Identify patterns of success and failure
    • Example: Qin's failed campaigns against Xiongnu

Decision Framework

Proceed if:

  • Clear strategic benefit
  • Manageable logistics
  • Enemy can be decisively engaged
  • Domestic stability is assured

Avoid if:

  • Territory has no productive value
  • Enemy can avoid battle
  • Supply costs are prohibitive
  • Domestic unrest is likely

Expected Outcomes

  • Check that the decision to proceed or avoid aligns with the framework conditions and domestic stability is not being jeopardized
