Crisis Response to Internal Rebellion

A framework for responding to coups and internal rebellions.

Overview

When facing internal revolt, quick assessment and decisive action are essential.

Initial Assessment

  1. Identify Rebels

    • Who is leading the revolt
    • What forces do they control
    • What is their stated grievance

  2. Evaluate Your Position

    • Forces still loyal
    • Key ministers' stance
    • Popular support
    • External allies

Response Options

Negotiation (If Weak)

  • Offer concessions to end conflict
  • Promise reforms or policy changes
  • Buy time to strengthen position

Military Response (If Strong)

  • Rally loyal forces immediately
  • Secure key locations
  • Defeat rebels decisively
  • Show mercy to followers, punish leaders

External Intervention

  • Request ally military support
  • Accept foreign mediation
  • Offer territorial concessions for assistance

Post-Rebellion Actions

  1. Punish Leaders: Execute or exile ringleaders
  2. Pardon Followers: Show mercy to those who surrender
  3. Address Grievances: Fix underlying problems
  4. Strengthen Loyalty: Reward those who remained faithful
  5. Prevent Future Revolts: Reform institutions
