Overview

A comprehensive recovery procedure for new rulers facing internal crisis and popular discontent, outlining specific remedial actions.

Steps

1. Personnel Reform

  • Appoint loyal and wise officials (任忠贤)
  • Unify ruler and ministers in addressing internal threats
  • Honor and reward descendants of meritorious officials

2. Address Past Wrongs

  • Acknowledge and correct predecessor's mistakes (正先帝之过)
  • Distribute land to those wronged
  • Empty prisons and pardon those unjustly punished
