Counterintelligence and Strategic Deception

A method for using disinformation to create distrust between enemy commanders and their advisors.

Overview

When facing a powerful enemy, victory may be achieved not through direct combat but by breaking the trust between enemy leadership.

Steps

  1. Identify key enemy advisors

    • Determine who provides crucial strategic advice
    • Identify the most capable and trusted ministers

  2. Deploy substantial resources for disinformation

    • Allocate significant funds (e.g., 40,000 catties of gold)
    • Do not require accounting for how funds are spent

  3. Spread rumors of defection

    • Claim that key enemy generals wish to defect
    • Suggest they are dissatisfied with lack of rewards
    • Plant stories that they intend to betray their master

  4. Create visible differential treatment

    • When enemy envoys arrive, initially prepare elaborate reception
    • Then deliberately downgrade to poor treatment
    • Express surprise that the envoy is not from the trusted advisor

  5. Allow suspicion to fester

    • The enemy leader will begin to doubt their most capable advisors
    • Advisors, feeling suspected, will become resentful
    • Trust breakdown will impair enemy decision-making

Expected Outcomes

  • Enemy's most capable advisors will be sidelined or dismissed
  • Enemy leadership will make poor decisions due to lack of trusted counsel
  • Enemy forces can be defeated more easily

Warning

This strategy requires significant resources and careful execution. Poorly executed disinformation can be detected and backfire.

Validation

  1. Verify that planted rumors have reached enemy decision-makers — look for behavioral changes such as advisor reassignments or reduced counsel access
  2. Confirm that differential envoy treatment was noticed and reported back to the enemy court as intended
  3. Assess whether enemy decision quality has measurably declined (e.g., strategic errors, delayed responses, internal purges)
