Accepting Mass Enemy Surrender

Overview

Procedure for safely accepting the surrender of large enemy forces (tens of thousands), based on Huo Qubing's handling of the Xiongnu Hunye King's surrender.

Steps

  1. Receive Initial Contact

    • Enemy sends envoys to border requesting surrender
    • Border commander relays message to central authority

  2. Assess Credibility

    • Sovereign considers possibility of feigned surrender to launch surprise attack
    • Dispatch a trusted general with military force to receive the surrender

  3. Approach with Military Force

    • Cross the border with armed troops
    • Make visual contact with surrendering force

  4. Identify and Neutralize Dissenters

    • Some in the surrendering force may try to flee or resist
    • Enter the enemy camp with elite cavalry
    • Execute those attempting to escape (e.g., 8,000 executed)

  5. Secure the Leadership

    • Escort the enemy leader separately to the capital
    • Use official transport (传) for the leader

  6. Process the Mass of Surrenderers

    • Transport the surrendered population across the border
    • Provide food and supplies during transit

  7. Resettle the Population

    • Distribute surrendered people across border regions
    • Allow them to maintain their customs
    • Establish as subordinate territories (属国)

  8. Reward the Leadership

    • Confer titles and fiefs on surrendered leaders
    • Provide generous gifts to ensure loyalty

Expected Outcome

Successful integration of surrendered forces, reduced border threats, and expanded territory without major conflict.

Verification

  • Confirm the surrender's credibility was assessed and the possibility of a feigned surrender trap was ruled out
  • Validate that dissenters within the surrendering force were identified and neutralized before processing the main body
  • Check that surrendered leaders received appropriate titles and fiefs to secure their ongoing loyalty
