Strategic Decision Framework (from debates on conquest priorities)

Overview

A framework for evaluating strategic options when facing competing priorities.

The Core Question

When resources are limited, which target should be prioritized?

Framework Application: Conquer Distant vs. Nearby

Option A: Attack the Prestigious Target

Arguments for:

  • Greater fame and legitimacy
  • Control of symbolic resources (e.g., nine tripods, maps, archives)
  • Ability to command in name of authority

Risks:

  • May unite enemies against you
  • Could be seen as illegitimate aggression
  • Might provoke intervention from other powers

Option B: Attack the Practical Target

Arguments for:

  • Easier to achieve
  • Expands territory and resources
  • Builds strength incrementally
  • Less likely to provoke coalition against you
  • Gains reputation for "stopping chaos" rather than "creating chaos"

Risks:

  • Less prestige
  • May seem like small thinking

Decision Criteria

  1. Feasibility: Can we actually succeed?
  2. Consequences: What reactions will this provoke?
  3. Net Benefit: Do gains outweigh costs and risks?
  4. Reputation: How will this be perceived?

Key Insight

"欲富国者务广其地，欲彊兵者务富其民，欲王者务博其德" - To enrich the state, expand territory; to strengthen the army, enrich the people; to become a true king, cultivate virtue.

Expected Outcome

A strategic choice that balances ambition with practicality.

Validation

  1. Confirm feasibility assessment is honest — if even legendary commanders would fail, your forces cannot succeed either
  2. Verify that secondary consequences (coalition formation against you, intervention by neutral powers) have been modeled, not just the primary outcome
  3. Apply the key insight test: does the chosen strategy 务广其地 (expand territory), 务富其民 (enrich the people), or 务博其德 (cultivate virtue) — and is that the correct priority for the current situation?
