Popular Support Building Strategy

A method for gaining popular support through asymmetric economic policies that benefit the populace.

Overview

This strategy involves using different measures for collecting and distributing resources to build goodwill among the people, creating a foundation for political power.

Steps

  1. Implement asymmetric measurement system

    • Use smaller measures when collecting taxes or payments from the people
    • Use larger measures when distributing grain, loans, or resources to the people

  2. Maintain consistency over time

    • Apply this policy consistently without interruption
    • Build reputation for generosity and fairness

  3. Avoid official prohibition

    • Operate within or around existing regulations
    • Do not provoke direct confrontation with ruling authorities

  4. Build clan strength

    • Strengthen family and clan connections
    • Extend benefits to clan members and allies

Expected Outcomes

  • People will develop strong loyalty and gratitude
  • Popular support will translate into political influence
  • Clan and family power will grow incrementally
  • Eventually, the people will desire your leadership over existing rulers

Historical Example

田釐子乞 (Tian Xi Zi Qi) used this method in Qi state: collected taxes using small measures, distributed grain using large measures. The people sang praises and eventually the Tian family gained the throne.

Validation

  1. Confirm the asymmetric measurement system is sustainable without provoking direct confrontation with ruling authorities
  2. Verify that popular loyalty is translating into measurable political influence (e.g., clan growth, regional support)
